The Development of Handbook for Foreign Affairs Services for the Faculty of Education, Khon Kaen University

   This research aimed at 1) investigating external factors affecting Foreign Affairs Services (FAS) of Faculty of Education, Khon Kaen University and 2) developing the FAS manual. Information of FAS working process was collected through document study (website and paper), discussion between researcher and related service providers, and experience of researcher as a client. The FAS manual was created and publicized via the website generated by researcher. The satisfaction questionnaire based on Likert’s 5 rating scale and recommendation requirement form, used with 32 accidental samplings, were created and posted via Google Doc. Data was analyzed in term of quantitative and qualitative one.
The findings revealed the inconvenience of FAS staff at related organizations as service providers when were asked to provide hard copy or explanation of working process due to their busy daily tasks. So the best ways to get this information are searching from the website of their organizations and learning from direct experience. The interaction between client and service provider could establish the network for learning and sharing working process among FAS staff.
The pilot use of this FAS manual through the website could get a high level of satisfaction of clients towards useful information, understandable language, and helpful examples. Some still prefer the availability of hard copy for convenient use for all departments. The procedure of going abroad was considered as the most useful topic. The decrease of awareness on uncomplicated working process or only complicate for FAS staff as the practitioner was found, though its procedure was satisfied by clients. It was recommended that the implementation of this manual to other universities should be critically considered based on different regulations. Unexpected change of rules and regulations of service providers should also be concerned. The suggested preparation period should be carefully planned and managed in order to facilitate effective work and avoid any incorrectness or damage.
